Eleven Park will create a public private partnership that would finance the stadium and public infrastructure portion of the development as a community asset. The stadium will be owned by The Capital Improvement Board (CIB), a public entity. The development will be subject to a transparent, public bidding process conducted by the City of Indianapolis and the CIB. The final location will be determined by public input and the City of Indianapolis leaders, and is anticipated to open as early as the 2022 Indy Eleven Season.
